Blade length classifications vary according to time period, and are usually based on the average height of the men of that period. As an example, I have a copy of an ancient Greek short sword with a blade that measures 10-1/4".

Sabers are not curved so that the rider can reach around his horse's neck to stab attackers. The real reason is that if you hammer down only one edge of a piece of steel, it will tend to curve naturally.
